You should be able to buy the map maker to make maps if you don't have premium for a certain amount of proto coins like how you can buy maps as a non premium and you should be able to buy it with pc for 400 - 1000 proto coins.

yeah people used to be able to buy "packages"

It is basically packages but you can also buy them with pc
