Who cares if it violates the preferences of some players?
At the risk of sounding repetitive, because Beasts proposal already addresses your concerns WITHOUT violating the preferences of those players who want to remain in a mega clan.
If people don't want to be in a big clan, they can leave. i can only assume they are there because they want to be there - that these mega clan leaders are not holding them hostage.
So far the most rational reason for a limit is when i have heard you say mega clans are just a mix of strangers who never get know each other. To this i agree. i just don't see how any player should be dictating to another player how to socialize or organize themselves. {In other words, i'm in favour of people organizing themselves in sub-optimal ways, so they can learn for themselves why it's sub-optimal, rather than being displaced and disgruntled when they find themselves forced into a smaller grouping - provided they aren't interfering with anyone else's enjoyment of the game.}
Since you bring it up though, can anyone from a mega clan answer the question 'why do people join mega clans and remain in them?'

I totally agree that those clans are generally awful, but each clan does serve a different purpose. Some clans are small, competitive clans of course, and others being large, diverse clans of relatively low-skilled or low-ranked players which might give them a sense of community among each other. These clans, often led by a few high-ranked premium members, allow many low rank players who need guidance with the game or maps hosted to get the help they need, and I think that implementing a forced limit won't help anyone.
However, as I said before, extremely large COMPETITIVE clans are a problem, I agree, and I believe the best solution is simply to have a CW limit (not sure the limit but probably 20-30) to which those clans can CW, and larger clans will not have that ability but can still exist for other purposes.
There's no such thing as a sense of community among 150 players. And I don't buy the theory that low ranks who need guidance successfully get it by becoming another number among dozens of noobs. Where are all these pro players coming out of SP Police, ITALIA, and The Empire.
In any case there's no reason that these low ranks can't be trained by someone outside their clan (we have mentorship programs for this). It's just simpler to create an across the board limit on clans. Other games do this to great effect and competitive teamplay/ greater social cohesion results.

brian your points are lovely in a discussion of political theory, but there's no need put forward noble ideals about free association on a video game. The reason people join and remain in mega clans is because 1) players are lazy and don't want to go through the hassle of getting invited/applying/or making their own clan & 2) new players don't know anything about the game but see lots of players there and think "this must be the place to be". Inertia does the rest.
