Minor Officers

One cool thing would be the ability to find random two-star officers in cities, that give a boost, but not as much as 3-star officers.

For instance a Tank Commander that gives +1ARB to tanks, or Marine Squad leader that gives +1 movement range to marines, Captain for +1 view range for destroyers, etc.

Not a terrible idea... but we'd need to work out balance. We've got a long way ahead before this happens as implementing it without more or less breaking the game would be difficult.

Maybe these 2-star officers can be purchased directly for each troop in a stack? E.g. if you have a stack of 2 infantry and 4 tanks, you can click on the stack and next to each unit type there would be an "add officer" button, like in Warhammer 40k: Dawn of War. They would of course give very small bonuses and cost a fair amount of money.
