Give units and territories

Let's add options to sell/give units and territories to another players.

Omg, cant believe nobody has thought of this before (sarcasm)

No, would be to easy to exploit.

So add additional option for match creators.

The devs actually did this, but never actually released the feature because it could be exploitable.
