It's actually really easy to find a proxy service that changes your ip everytime you log on. You can even set it up to only change your ip when logging onto specific sites.
Nah I'm afraid not. The only way you can change it is if you contact your ISP (or run your own broadband from your own mast) or use a VPN to HIDE your ip. You can't change your IP with a proxy/vpn
I was referring to hiding it.
But even if someone was to use a VPN, all the mods have to do is put it into a IP geo-tracker and if it comes up with a USA IP right in the heart of Washington, or a Spanish IP right in the middle of the city of Madrid, you can be certain its a VPN ip as they nearly always trace to city-centres and could then question the user which had to suspicious ip logged in.
Using a vpn is not against the rules and thus they have no evidence of you ghosting.

Well I don't want to give away secrets to the mods but your only half righf, I have a program that can bounce my ip from location to location every half a second.
I'll try explain this as best as I can. Although its possible to connect to a different VPN server every time you connect to the internet, it's not possible to "bounce" an IP from where you live to somewhere 800km away unless the ISP has servers in that place 800 km away. Basically, its like this : PC -> Router -> Modem -> Satellite/Cable (Depends whether you're satellite or dial-up) -> Mast -> ISP Server -> VPN Server. When you connect, you automatically connect to the ISP's server (ofc) and that will always be the case. If you use a vpn, then your network APPEARS to have a different ip than what it is, as you connect to the VPNs server AFTER you connects to the ISPs server. So what I'm trying to say is, unless you have your own servers in these locations you say, you will always connect to your ISPs server first, THEN the VPN's server. The program you are using is most likely a VPN, unless its a program provided by the ISP that allows you to connect to different servers of theirs each time you connect.
